Anthony's Pear Cider with Anise Cold Foam

In a pot, combine water and sugar; bring to a boil.
Add star anise and infuse for 2 hours before using.
In a pot, combine all ingredients and bring to a boil.
Simmer uncovered for 1 hour.
Mash pears in a pot. They should mash easily.
Cover pot and simmer for another hour.
Allow time to cool. Strain contents twice; once through fine mesh strainer and once through a cheesecloth to remove all contents.
Add oatmilk and simple syrup into a sealed container.
Shake vigorously for 1 minute.
Pour 8 oz of warm pear cider into a mug.
Top with 2 oz of star anise cold foam.
